Departmental Overview

The Department of Earth & Planetary Science, within the Mathematical and Physical Sciences Division of the College of Letters and Science is one of the top ranked programs in the USA with 6 major specializations and several interdisciplinary programs in atmospheric science, climate, environmental geoscience, marine geophysics and planetary science. It has links to programs in the Departments of Chemistry, Astronomy, Geography and Environmental Science and Policy Management. The department consists of 40 faculty, including adjuncts and emeritus, approximately 60 graduate and 150 undergraduate majors, 30 post-docs and visitors, several researchers and 9 staff FTE. Research, education and service in EPS is driven by a fundamental human curiosity about the past, present and future of Earth and other planets. We underpin our intellectual mission with a comprehensive dedication to equity, accessibility and inclusion for all.

The Academic HR Analyst supports the Chair of the Earth & Planetary Science Department and the Director of the Berkeley Seismological Lab in recommending, developing, implementing, administering, coordinating and evaluating Academic Human Resource policies, labor contracts, statutes, programs, and procedures covering academic recruitment, appointment, terminations, advancement, compensation, salary administration faculty welfare programs, visa procurement, faculty misconduct, faculty equity and position management. Additionally, this position will onboard departmental postdoctoral scholars, liaison with the Berkeley Regional Services and participate in special projects and assignments pertaining to Academic Personnel Administration.

Responsibilities

  • Department HR Policy Expert:
    • Provides strategic advice and counsel to Department Manager, EPS Chair and BSL Director by analyzing and interpreting system-wide and organizational policies, collective bargaining agreements, academic personnel procedures and practices. Responsible for the implementation and interpretation of policies and programs covering the following: compensation, salary administration, and student employee hiring, department-level HR training, and staff and faculty welfare and benefits.
    • Advises departmental supervisors in resolving benefits issues, and providing guidance on compensation, personnel policies and procedures, and labor relations. Develop working relationship with campus resources, such as Dean's office HR staff, Berkeley Regional Services (BRS) liaisons, and HR staff from other central units.
    • Provides research and analysis to resolve difficult HR problems/grievances, and advises the Chair and Department Manager as needed. Independently prioritizes work assignments, and may conduct complex HR trends analyses in order to develop resulting recommendations.
    • Ensures the processing and maintenance of department HR records, including annual audit of records, proper disposal, and comprehensive record keeping for both paper and electronic records.
    • Responsible for keeping current of all University rules and regulations changes as they pertain to faculty, lecturer, academic student employee and academic coordinator appointments, summer appointments, in order to advise unit leadership of any changes as they relate to all appointments.
  • Berkeley Regional Services (BRS) and UC Path Liaison:
    • Submits ERSO requests for UC Path/payroll transactions for all faculty, emeriti, lecturers, and ASEs. Track ERSO and UC Path Cases and follow up as needed to ensure smooth workflow.
    • Audits BRS' transactions, reviews entries, and assures proper follow-up on actions. Escalates matters to the Dean's office or other campus units as needed.
    • Maintains non-academic staff personnel files for both permanent and temporary staff, directing documentation to BRS as relevant for permanent campus files. Audits payroll periodically to ensure accuracy and policy compliance.
    • Provides advice and guidance on documented faculty or other academic staff compensation programs, academic personnel policies and procedures.
    • Maintains and tracks sabbatical credits.
    • Counsels faculty and other academic staff concerning work-related problems, work-eligibility (visa) matters such as J-1 and H-1B processing, and benefits considerations.
    • Applies Academic HR concepts, policies, and procedures by providing assistance with recruiting, wage and salary administration, and training.
  • Responsible for the submission of all hiring or re-appointments for academic employees (all faculty, lecturers, and academic coordinators) including summer session appointments. Determines eligibility for such employment and interprets and advises faculty, lecturers, staff and students on University and Unit 18 contracts regarding employment. Liaisons with BRS, MPS Dean's office, and other campus partners as instructed. Researches and resolves issues and discrepancies for academic appointees. Requests hiring, termination actions, leaves and all adjustment pay through Berkeley Regional Services.
  • Strategic Partner to the department manager and financial analyst in UCPath position management. Determines needs for visiting faculty and lecturers via the EPS Chair in the curriculum planning process, sabbatical leave plans and/or other leaves and informs Department Manager for inclusion in TAS Budget. Responsible for reconciling faculty Salary monthly with Cal Answers/UCPath.

  • Facilitates and manages the academic review processes. Working directly with the EPS Department Chair or BSL Director, the incumbent is responsible for preparation of all senate and non-senate academic personnel actions, including faculty and lecturer appointments, recruitments, recalls, promotions, merits, lecturer teaching assessments, and academic coordinator appointments/merits. The incumbent independently recommends and sets deadlines for submission of case material for notifications, candidate's initial submission, committee reports, outside letters, academic coordinator reviews and Department/Chair recommendation letters for timely submission to Dean's office or lecturer career progression schedule. Serves as the liaison with other departments with whom there are shared faculty members, and works closely with those departments in the preparation of personnel cases. Provides complex staff support to faculty review committees or chair referencing APO and OFEW policies and procedures.
  • Assesses and summarizes data and comments from teaching evaluations for inclusion in academic personnel actions. Incumbent uses department template letters distributes notices to candidates under review and routes materials to and from review participants enforcing the Fairness Safeguard for candidates at all stages. Creates and maintains candidates' files whether in paper files, APBears profiles or in APRecruit. Monitors faculty and lecturer career progression and keeps Chair apprised of L&S and University academic deadlines, policies and regulations. Reviews Department Recommendation letters for accuracy in salary components and data components. Counsels Senate and non/Senate faculty and other academic staff concerning moderate to complex work-related problems. Acts as a resource on policy and procedures affecting academic and Unit 18 appointments. Analyzes and interprets University or campus-wide policy and procedural changes and their impact. Designs and maintains procedures for documenting academic personnel activity.
  • Provides high-level, confidential support and analyses to the units in all areas of academic personnel and hiring and is responsible for complying with critical deadlines.

  • Works closely with and assists the Director of Student Services and the Regional HR Team to ensure the correct and timely hires of all student academic titles including reviewing eligibility and submission to MPS Dean for any UGSI approval(s), preparing and monitoring appointments in the ERSO hiring application, submitting hire requests to regional HR Team, overseeing position changes and if necessary funding entries for positions according to hiring deadlines. Serves as resource to department regarding system-wide and campus policies as well as staying up-to-date on collective bargaining agreements for student academic titles. Troubleshoots problems related to student pay, appointment/work status, and department compliance with labor and tax laws. Partners with BRS and Dean's office to streamline processes and improve workflow. Works closely with the Department Manager and Financial Analyst to enter position funding.
  • With the support of the Director of Student Services, instructors, Department Manager and in consultation with faculty advisors, performs processes for equitable assignment of GSIs and coordinates GSI/reader/tutor/student assistant assignments each term. Leads department communications efforts to keep student employees and supervisors informed of important HR notifications and changes. Works closely with the Student Services Director to ensure department ASE hiring practices adhere to campus guidelines and payroll deadlines. Prepares employment verification letters, as needed. Partners with BRS or UCB Grad Division as needed on ASE childcare reimbursements.

  • Supports faculty search committee(s):
    • Works closely with Chair and committees supporting the drafting of search plans and search reports, places advertisements in approved sources, maintains and tracks applications consistent with the reporting of UC Affirmative Action policies; sets committee access to applications in APRecruit or APBears cases.
    • Administers all phases of the academic search process (both senate and non-senate), soliciting, preparing, submitting and tracking of any necessary letters as well as conducting the initial screening of materials submitted in compliance with campus guidelines.
    • Routes or makes available candidate publications to committees.
    • Serves as the liaison with other departments with whom there are shared searches, and works closely with those departments in the preparation of personnel cases.
    • Provides complex staff support to faculty review committees or chair referencing APO and OFEW policies and procedures.
  • Works with EPS staff to make travel and lodging arrangements for finalist's travel when necessary and works closely on visa issues with Berkeley Regional Services and/or the Berkeley International Office.
  • Maintains close contact with new Faculty members to ensure a smooth transition to the university and advise regarding benefits, housing and other needs.
  • In their capacity as Academic Analyst, serves on and provides relevant and critical HR advice to the following Department Committees: Academic Personnel (Search), Teaching, Space, and Diversity, Equity & Inclusion (DEI).


10% Serve as a point of contact for the department postdocs and visiting scholars, welcoming upon arrival, managing the Department listserv and website directory. Hosting events for the community, managing office space and assignments.

5% Participates in professional development activities (e.g. workshops, seminars, and conferences). Attends campus meetings as needed. Actively seeks out and accepts campus committee positions and/or staff org leadership roles to serve greater campus good, broaden networking reach, and enhance knowledge base.

Required Qualifications

  • Bachelor's degree in related area and / or equivalent experience / training.
  • Requires thorough knowledge of and ability to apply / interpret organization and college policies and procedures which govern academic HR.
  • Thorough knowledge of organization and college goals, priorities and values and the legal and human implications of decisions.
  • Thorough knowledge of and ability to apply systemwide and organization policies, union contracts, procedures and practices that govern academic HR administration.
  • Excellent critical and innovative thinking to address complex issues and present nuanced analyses. Recommend solutions, give professional advice to chair, search committees, and/or Department Manager.
  • Ability to use discretion and maintain all confidentiality, using sound judgment in responding to issues and concerns. Ability to communicate effectively verbally and in writing with diverse audiences.
  • Knowledge of Google tools, Microsoft Office including Excel, Zoom, and Adobe.

Preferred Qualifications

  • Knowledge of trends in academia, especially in areas of academic planning, human resource management and administration.
  • Knowledge of University and departmental principles and procedures involved in risk assessment and evaluating risks as to likelihood and consequences.

Under California law, the University of California, Berkeley is required to provide a reasonable estimate of the compensation range for this role and should not offer a salary outside of the range posted in this job announcement. This range takes into account the wide range of factors that are considered in making compensation decisions including but not limited to experience, skills, knowledge, abilities, education, licensure and certifications, analysis of internal equity, and other business and organizational needs. It is not typical for an individual to be offered a salary at or near the top of the range for a position. Salary offers are determined based on final candidate qualifications and experience.

The budgeted salary or hourly range that the University reasonably expects to pay for this position is $74,300 to $99,000 yearly, commensurate with experience. This is a 100% FTE career position eligible for full benefits. This position is FLSA Non-exempt and paid monthly.
