Departmental Overview

The California Social Welfare Education Center (CalSWEC) is a training and evaluation unit of the University of California at Berkeley's School of Social Welfare. As the nation's largest statewide consortium of social work educators and practitioners, CalSWEC facilitates and supports statewide partnerships for the education and training of social workers to ensure culturally responsive, effective, and high-quality health and social service delivery to the people of California.

The Research Administrator will provide pre and post-award administration for State, Federal and private funds for CalSWEC. These funds include complex, cost reimbursable funds with typically 18 sub-recipient institutions. This includes providing analytical and financial support in proposal processing, contract and grant administration, and budget development, including pre-award proposal initiatives, management of funds post-award, and closeout activities. Duties also involve activities associated with forecasting, planning, and managing of research portfolios by performing some or all of the following: coordinating and identifying and developing and/or presenting proposals, contracts, and other agreements; reviewing proposals to ensure institutional compliance; negotiating, administering and monitoring contract and grant awards, including compliance with regulations, terms and conditions; financial management and reporting; and subaward/subcontract issuance and administration.

Responsibilities

Department Role (DR): Organizes, plans, establishes and monitors fiscal budget control of contracts and grants administration, gifts, endowments, and privately funded projects for faculty research programs.

  • Plans for submission timelines and prepares necessary documentation for schools to submit as part of the grants process.
  • Reconciles funding based on the requirement of the grant.
  • Ensures complete and accurate collection of research administration at all stages of the contract and grant life cycle.
  • Provides standard financial reports and projections for contracts and grants.


(DR): Prepares complex proposal budgets and support documents that are required by proposal guidelines. Coordinates proposal submissions.

  • Prepares budget workbooks for up to 22 universities within the State of California that include personnel, stipend, travel, material supplies, indirect cost, and match/cost-share information.
  • Works with each university for any issues regarding the submitted budget.
  • Combines individual budgets into 1 premise budget for the funder to review.


Provides post-award financial administration and management for research funds in accordance with organization policy and agency requirements.

  • Prepares subaward requests and subcontracts for all programs.
  • Prepares all invoices and financial reports to be submitted to funders.
  • Analyzes invoices submitted from subawardees and subcontractors to ensure contract compliance.
  • Prepares quarterly billing for stipend programs.
  • Coordinates and implements budget allocations, conceives of and maintains chart of accounts or other data management tools, and related business processes.
  • Applies professional knowledge/experience to prepare, review, and/or approve financial transactions.
  • Prepares journal entries, maintains and reconciles ledger accounts.
  • Participates in gathering data from the general ledger, preparing summaries and projections for the fund managed.


Coordinates proposal/amendment submissions.

Provides guidance and counsel on complex research administration matters, including compliance regulations, to principal investigators and department administrators, and less experienced department staff. Ensures complete and accurate collection of documentation for financial transactions.

Coordinates and implements budget allocations, conceives of and maintains chart of accounts or other data management tools, and related business processes.

Applies professional knowledge/experience to prepare, review, and/or approve financial transactions.

Independently gathers information as needed to perform financial analysis.

Assists in support of audit as directed by senior staff, and other duties as assigned.

Required Qualifications

  • Thorough understanding of research administration guidelines of Federal and non-Federal sponsors supporting research and educational activities, preferably in a university environment.
  • Thorough knowledge of applicable compliance requirements related to use of human or animal subjects in research, financial conflict of interest, biosafety, etc.
  • Ability to manage significant volume of transactions.
  • Ability to perform complex financial analysis and customized reporting.
  • Demonstrated competence in the use of spreadsheet and database software in financial analysis, fiscal management and financial reports.
  • Ability to maintain independent judgment; strong organization and communication skills; and a customer service focus across broad and diverse subject areas.
  • Maintains current knowledge of compliance regulations in all areas of research administration.
  • Demonstrated knowledge of generally accepted accounting, fiscal and reporting principles.
  • Demonstrated knowledge of effective grant funding processes, procedures and techniques.
  • Strong writing skills in a variety of styles to draft persuasive text for a variety of audiences while ensuring adherence to funding sponsor's guidelines.
  • Ability to work independently and as part of a team and ability to manage within a diverse work environment.
  • Requires strong analytical skills and must be detail-oriented.
  • Bachelor's degree in related area and/or equivalent experience/training.


Preferred Qualifications

  • UC fiscal experience and/or equivalent experience/training.


Salary & Benefits

This is a 1yr, 50% part-time (20 hours/week), Contract Appointment, eligible for UC benefits. This position is non-exempt which is paid hourly and is commensurate with experience within the range of $35.92 - $38.31. This contract could possibly be extended with full-time status.
