Departmental Overview

Physics is the largest department in the L&S Division of Mathematical and Physical Sciences. It is ranked as one of the top physics departments in the world, with excellence in research, teaching, and service to the community all highly valued. The department has 80 ladder and active emeriti faculty, 60 career and casual staff, and 300 lecturers, teaching assistants, readers, research personnel, postdocs, fellowship recipients, and visiting scholars. It enrolls 250 graduate students, 250 undergraduate majors, and over 7,000 students in its courses, many with laboratory sections. Its faculty fully participates in teaching and administration and conducts world-class research in campus, local, national, and international laboratories and sites; research activities require active financial arrangements with organizations such as Lawrence Berkeley National Lab. Physics manages 3 distinct campus buildings in its facilities complex with 240,000 assignable square feet, and it also houses and provides services to several research centers, the Physics Library, and multiple research Laboratories with varying physical environments. It has an active fundraising program.

The Department of Physics Administration is led by the Director of Administration, supported by six functional Managers, all experts in their areas. The Financial Analyst 3 (FA3) reports to the Director of Finance and Operations (one of the six functional managers). The FA3 is responsible for supporting a wide range of financial services such as budget, financial, or resource analysis projects, preparing complex analyses to understand past performance and determine present and future performance and/or resource allocations, and maintaining the department chart of accounts or other data management tools, and related business processes.

Responsibilities

20% Budgetary - Under the direction/guidance of the Financial Services Manager, will assist in overseeing and coordinating the annual internal Department of Physics budget process. Works with unit managers to create detailed annual budget. Prepares and distributes regular and ad hoc reports and analyses to include summaries of financial transactions, budget reports, etc. to be used for management review and decision-making.

20% Provides analytical support for complex budget, financial, or resource analysis projects which includes fiscal close. Develops key management reports to enable decision-making, provides analysis and performance metrics to measure the performance against budget targets throughout the year, ensuring fund/department balances avoid deficits and ensuring department revenue/expenses are allocated appropriately. Subject matter expert in financial tools and software, and educates stakeholders on how to use them.

15% Performs complex financial or resource research and studies for various internal department constituents. Examples include periodic financial reports, staff/faculty salary budgets, contracts, grants, gifts, endowments, or user fees. Financial and/or resource analysis could include budgetary analysis, financial analysis, forecasts, projections, staff or faculty salary, FTE analysis, space use analysis, student enrollment analysis, recharge or general rate analysis (parking rates, copier rates, capital project rates, student health charges) student fees (self-supporting programs, professional school fees, course material fees, etc.) contracts and grants analysis, endowment income, fungibility of funds, working capital, depreciation, new building funds, etc.

15% Coordinates and implements department budget allocations. Conceives of and maintains department chart of accounts, other data management tools, and related business processes.

10% Prepares, reviews, and/or approves financial transactions. Ensures that the appropriate internal controls are addressed, maintained, and strengthened to protect University resources.
Works with the Director of Finance and Operations to develop a control environment in all departmental units (Finance, Human Resources, Administrative, Student Support, and Development) to promote structured checks and balances. Follows established institutional assurance practices. Assists and coordinates, as directed, developing analysis and obtaining documents in support of an audit response.

10% Responsible for SAS-115 reporting requirements, monitors activities for compliance with government regulatory costing principles: OMB A-21, A-110 & cost Accounting Standards.

5% Customer/Functional Support - Contribute to one or more areas of financial activities: Student Service (TAS), Instructional Labs, Development(budgeted events, capital projects), and Contracts & Grants (assurance monitoring), Machine Shop (recharge and self-certification), Documents procedures for financial activities, and Cash/Check Deposits

Required Qualifications

  • Bachelor's degree in related area and / or equivalent experience / training.
  • Advance knowledge of financial or accounting concepts, policies, procedures, as well as related accounting and regulatory compliance requirement
  • Ability to independently gather required information to organize, and perform financial analysis assignments.
  • Proven ability to effectively present information verbally and in writing in a clear and concise manner.
  • Proven ability using spreadsheet and database software for complex financial analysis, fiscal management, and financial reports.
  • Proven interpersonal skills with peers throughout the organization; strong service orientation and critical thinking skills; and attention to detail. Proven ability to use organizational skills to multi-task in a high volume environment.
  • Ability to adapt to changing priorities.
  • Ability to function as a member of a team.
  • Thorough knowledge and understanding of internal control practices and their impact on protecting University resources.

Under California law, the University of California, Berkeley is required to provide a reasonable estimate of the compensation range for this role and should not offer a salary outside of the range posted in this job announcement. This range takes into account the wide range of factors that are considered in making compensation decisions including but not limited to experience, skills, knowledge, abilities, education, licensure and certifications, analysis of internal equity, and other business and organizational needs. It is not typical for an individual to be offered a salary at or near the top of the range for a position. Salary offers are determined based on final candidate qualifications and experience.

The budgeted salary or hourly range that the University reasonably expects to pay for this position is $90,000 to $97,500 yearly. This is a 100% FTE career position eligible for full benefits. This position is FLSA Exempt and paid monthly.
